Bk440 crt tester
 

Got 2 bk440 testers and caps were changed resistors checked and or changed and both show really low emission one checks cutoff the other won’t. Are the neon bulbs responsible in any way on delivering an emission reading because there is not much in these testers to go bad.the 6x4 tube in both check new. The crt tube used is known to be good.
