I've seen some 16RPM records that were part of the curriculum used for language and reading teaching aids in elementary schools. Yea, the Highway Hi-Fi records were also 16RPM. I think they chose the slow RPM so as to help prevent the record from skipping a lot when going over bumps in the road.
