The tinting attenuates room light on the way in and again on the way out, but attenuates the CRT output only once, on the way out. Therefore the blacks are darker with the tint.
The tint was/is almost always neutral gray. There were a few exceptions -IIRC, GE had blue-face tubes for a while.
