I couldn't get a good picture of it in the dark, but the stars are printed on the plastic lens and on the gold bezel behind it, so when you're not looking at the dial straight-on, there appears to be a "double-image." You can see it in the first picture.
Thanks for the polishing tips folks - I have some Novus polish, so I'll try that first.
