Yup, looks like faked color on a 21" B&W set to me as well. Those superimposed bars are pretty over the top.
I think it is a nice example of the hyped up interference we see on modern programs where they are trying to depict a vintage analog tv broadcast. In a lot of cases, it will look like interference I have never even seen before. But I suppose that the generation of people getting into postproduction now have never watched any programming over rabbit ears, so how are they to know what real OTA interference looks like?
