Oops, ignore that earlier comment. The 10L31 has a power transformer
So make sure you've got AC power making is way to the primary. Philco used some crummy power switches back then and it may be bad.
Also, there is a fuse (really just a piece of #26 wire) in the tube filament supply hat may be open.
