DOT stands for "Department of Transportation". On vehicles all tail light lenses and other lights have to pass a DOT spec. Apparently RCA and perhaps other camera manufacturers were using automobile lenses which makes sense as they were commercially available and to make a special red lens would cost much more to make than just buying a off the shelf lamp lens.
