The linear tracking arm that the cartridge is mounted on, does it move if you hold the fast forward button? If not, then look for a belt or other mech issue that is stopping it from advancing. When a CED player starts playing a disc it will display -- until it hits a readable track with time code in it, then it will display time in minutes and you should get video and sound. If the arm can't advance to a track with signal then the behavior you are getting would jibe with that.
