I run loops along with other types of antennas. It depends on what conditions are in your results. The original"SKY Wave Loops" as they were known were among the first antennas used in the early days of Amateur Radio with great success.
They can be used as a NVIS or for long range. The proximity to the ground does have an effect plus the NVIS set up does have secondary bounce so to even say you are limited to local even if you use the NVIS config then they are incorrect.
Angling the antenna would have some effect on the pattern but it again depends on how much of an angle.
What are you trying to accomplish and what exactly are your limits on putting up a loop? Are you limited on height or size? Could you also incorporate some vertical radiators as part of the antenna? Can you put up a larger loop say for 40 meters?
If so I have a proven antenna I designed that works quite well and doesn't need to be much higher than 20-25 feet plus you get serious DX range to boot. If your interested and can put up a bit more wire and vertical elements (this is very easy to make) let me knw and we can discuss it via email.
