So were you testing the CRT with a tube tester, or did it pop when you powered up the chassis?

If it was with a tester then you probably did have it set to the wrong voltage, if it was plugged into the chassis then you have a short in the heater string somewhere putting way too much voltage on the CRT, you definitely want to fix that before you plug another tube into it.

As for your original question, no, there is no one rebuilding CRT's at the moment.
The Early television Foundation is working on that but I don't know when it will happen.
