There's usually an 8 pin through the hole IC which is the 5V standby controller (U101?). These are pretty reliable but make sure you have at least 160V across the big cap on top of the board. If the 160V is there when plugged in, the controller IC could be bad, but check for a shorted diode around the chip. A shorted diode here won't blow the fuse but will keep the controller IC from working.
There's a fair chance I have this board. I'll check Monday when I get to work.
