The recent ones I've bought have been good quality scans; in many cases someone has gone through and cleaned up any blurry or low-contrast areas to make them easier to read.
Also should probably point out that there is a guy in the UK who sells scans of original manuals, Beitmans, Riders, and others, as well as some Sams, for $2.50 a pop. I have no idea about the legality of these.
