Caution - while many/most bipolar transistors have a E-B-C (emiiter-base("control") -collector) lead arrangement, some may have a different order. A PNP transistor would have the most positive voltage on the emitter, a few tenths of a volt less on the base, and least positive on the collector. So, you could be looking at a normal functioning PNP with a different pinout.
