If the 19VABP is a replacement for a 21FBP then the safety glass will interchange. In 1968 the laws for measuring CRT screen size changed from bulb diagonal to phosphors area diagonal so all tubes got relabeled as being ~2" smaller...they were the same as the old standard tubes physical they just got relabeled to comply with law.
This may not be the same for all CRT testers but my B&K 466 and 470 treat all roundy color, most rectangular color, and most monochrome tubes the same as they would 3 different 10BP4 guns shoved into a single envelope.
