I'd do a quick purity adjustment then feed it a color bar test pattern from a generator and vary the fine tuning and color level. If the chroma osc is good and the tuner and chroma bandpass circuits are passing color, then you'll get color demodulation and or barber poling if the chroma osc is running, or you'll get a general single color tint to all brightly colored objects if the osc isn't running.
I like to get purity good before messing with color circuits... when I don't I usually end up chasing ghosts in the color circuits because purity is fooling my eye.
