Don't need to fiddle with chroma and burst coil adjustments until you have good black and white grey scale and know that your color is even working properly. First of all, turn off the color (if you can) and make sure the black and white picture is really black and white from near darkness to bright white. The RGB screens and bias controls are what you use for this.
Then (and only then) crank up the color intensity control to see what you have. That is where you need to begin for this. You can't tell if your hue is proper unless the grey scale is right to begin with.
