Emerson 614 or?

A fellow from London is interested in this set and we were trying to figure out just exactly what model it is?

Seller says 614 but all the pictures I've seen of 614's all have only two sets of controls not four like this one has. We were wondering if someone might have modified it by sticking a 637 chassis inside and drilling extra holes, or perhaps its an export model.
