2 to 13 looks like a VHF TV dial plate to me. Don't have the slightest idea what brand or model it would go to.

Late 40s Philco tvs used a similar channel plate on several models, such as this one:

It looks very indicative to an early Setchell Carlson channel dial. Although the ones I'm familiar with are more like 2 3/4" outside dia. Then again a lot of TV Channel Plates are very generic in nature.

Makes it more specific with those three screw holes.I have several of them all the same.
Otherwise it would be more universal
