RCA 7T111B KCS-47GF2 Chassis cant get horizontal to lock

Hi Guys
I Finally had a chance to mess with my Tv again. I recapped this set about 2 years ago, and never got it working. A member helped me get the high voltage up, and now I have both audio and high voltage, the vertical hold locks but I cant get the horizontal locked. Its very far off, I just have stripes on the screen. I was hoping I could set it the way I did on my KCS 96 I just put the horizontal hold in the middle then adjusted the horizontal frequency and fine tune it with the control. Back when I was trying to get the high voltage up on my KCS-47GF2 I played with the width, horizontal drive, and horizontal lock adjustments on the back of the chassis. So I know they are out of whack. here's what I tried tonight, I set the vertical hold so it was stable, then I set the horizontal hold so it was in the middle, then I set up a mirror and went behind the TV I would adjust B1 until the lines didn't bend left or right, then I adjusted the horizontal hold control on the back. I kept doing this over and over but couldn't get a useable picture. I honestly couldn't get anything close. I tried raising and lowering the horizontal drive and it did noting to help with the picture. I was reading the horizontal adjustment instructions on the Sam's. But I don't totally understand what they mean. Could someone help me figure this out? I attached a link to my google drive with the Sam's on it.

Seems rather straightforward.
1) Short out peaking coil L28, points C&D.
2) Tune in test pattern, synchronize pic if you can (vertical/horizontal).
3) Turn horizontal hold fully clockwise. Adjust horizontal freq B1, UNTIL you see a single vertical blanking bar, IE a split picture, then turn horizontal hold ¼ turn ccw to get lock, and observe correct picture geometry, and adjust as needed.
This is the first steps, and if these fail, there is a problem that needs to be fixed.

Thank you. I didn't understand what a vertical blanking bar was.

The other thing that has me confused is, L28 is just a simple coil that goes between Pin 7 of V7 (video detector and AGC rectifier 6AL5) and Pin 3 of V8 (12AU7 Video Amp) why does it list terminals C&D as if there are a terminal A&B? Also this coil is under the chassis and I have no acess once the chassis is in the cabinet. So I just put a test lead on each side of the coil, then connected then together so I could try to adjust B1. Is that a good way to do this? I was thinking I could disconnect them if I wanted to check the picture. Or are they talking about shorting both codes of L28 to ground? I haven't tried that, I was afraid to cook something.

I'm not sure what is meant by points C&D , but I am guessing that they are points under the chassis, and for some reason, they are saying to jumper across that coil, L28 for this step, this won't hurt anything but it will reduce the frequency response of the video amp while this is being done, shorting to ground will kill any adjustment you are trying to do, as there will be no input source to lock on.

I am not sure WHY they ask to bypass this coil, but there must be some reason.

I think this is a typo and you need to short terminals C and D of L38, in the horizontal oscilllator, not L28 in the video.

You guys are right it should be L38. I'm looking at the factory RCA info and it says to jump T108 which would be B1/L38 and would explain why they list multiple terminals.
