6V6 enigma

I've got a pair of 6V6's (P/P outputs) in a Zenith 10S669. They both test equally bad on my Heath TC-2 but they play fine and loud. Wondering if anyone else has encountered a puzzle like this, it could be an error in the settings chart of the tester? Every other tube in the set tests good. There are no problems with the set, but this has me confused?
