Would this vizio tv be hard to fix?

seen a 60 inch tv on marketplace for $25 i was thinking about buying it
they said there kid used a spray bottle to clean it
and from the picture it has lines on the screen and a big red line on the right side of it

could this be reparable? maybe a bad board or something
