The absolute value is not important for the oscillator centering, but equal and opposite are. So, -10.26 and +10.26 shows the oscillator coil is correctly adjusted. The fact that its 10.26 and not 11 may mean you haven't got the maximum burst amplitude going in, or it may be meaningless.
If you went through the AFC alignment successfully, then it is probable that everything is OK in this section.

Time to step back, look at what is wrong with the picture at this point, and try to diagnose the cause without scatter-shot checking of this and that.
