well Broadcast quality gear is not going to be at cheapo consumer prices!
That said, 1K$ for 2W is rather steep.

Have a look here, PCS Electronics, Eastern Europe, ship worldwide :
TV Tx, VHF & UHF, 10W or 20W, new, Broadcast quality :

All analog Tx models, there is a 200W VHF/UHF, others generate 400W/600W/1KW :

Reminder : all these power levels are totaly illegal without a Broadcast licence & assigned channel.
If you want to go "mobile", i would use 10 or 20W and a Yagi directional antenna.

In Europe, VHF Band III (ex-TV) is now used by DAB+ digital radio (interference to a Legit service).
VHF Band I is abandoned.
In the US, some ATSC Tx use Band III. is Band I still in use?
