Emerson TV VCR combo 25" 1994

I just got this Emerson TV VCR combo (OEM Orion )and as expected the VCR doesn't work but odle enough it's not a mechanical fault it's an electrical fault. Most VCR I have repaired had mechanical faults. Enough further a do here is the symptoms. When playing back a tape I get this a B/W picture that jumps up and down with flagging coming and going threw out the picture and also the image flicker's. Unit is pretty low hour
