LG 32LC7D startup problem

Just when I thought my LG 32LC7D "dumpster find" was without problems I noticed today that there is one. Sometimes when I first power it on, the LED power light goes from red to green, blinks five times as green, returns to red and starts the same pattern over again. Sometimes turning it on and off a few times gets it to work. I took it apart and discovered this:

two damaged, bulging 3300uf/10v capacitors on the power supply board. I discovered this is a typical failure for this model TV. So looks like I'll be doing a electrolytic re-cap of the power supply board.

Yes it's a typical failure for a lot of TV's. Best to replace them with 25V caps or at least 16V. They should last a bit longer

So in your opinion, what best explains these types of failures... planned obsolescence, poor quality parts, poor design, or just the nature of the beast? The older CRT's used similar parts though had a much longer lifespan.
