Classic symptom of dried out electrolytic caps in the power supply.
Panasonic was the first to use switching supplies in VCRs, starting in the mid '80s, so lots of failed caps.
Just replace the electrolytic capacitors in the power supply. Shouldn't need to change the big one off the AC line rectifier, but all the rest.
Use good quality high-frequency, low-ESR, 105 deg. C rated caps.
