That being the case you need to confirm you have the tuner hooked up right (leads connected etc...) you should try an alternate source of RF.

from the looks of it I would guess an incorrectly hooked up ant lead or maybe an RF tube. did you wiggle that one in the tuner?
I will take some pictures in about an hour or so here so please bear with me.
