With no voltages on pins 1 & 2, you have to go back one stage and see what's going on.
Measure voltages at the tube, Check A19 connections, & resistance measurements. Also since you had color at one point, have you checked the "plug & Socket #1" to be sure there is no corrosion, or bad pin connections? Please post all the voltages at V21, not just they are ok or anything like that...... How about voltages at V19 as well..... Also - this may be a long shot, but just for fun, when you put yer meter on AC Volts does it register anything on pins 1 & 2 of the V22 tube? As in Pin 1 & Ground, & Pin 2 & Ground..... Thanks..... IF you do not find any other wrong voltages when doing the above suggested tests.

Where is this plug and socket #1 looks like 2 wire plug. Ok it’s on the big plug in the rear of chassis. The plug is good and clean and completely pushed in and no wires are coming out of the plug from pushing it in. As it stands now the hue and intensity have no effect at all when turned. After I fixed the bad slug problem I already tried the AFC procedure and all I got was turned both ways produced either rainbows or the rainbows disappeared so I put the slug back where it was.

if you went through all those steps posted above, exactly as listed, and got no results, there is indeed another fault someplace.

Voltage is present for the oscillator so it is running but turning the slug changes things obviously but no matter where I turn it still got rainbows so going to do voltages again and I’ll post them.so as long as the oscillator is running I don’t have to touch A17

Ok still no difference still got a screen of rainbow colors and did the whole afc and A17 if it’s voltage to max it is already it’s at 4.40v won’t adjust any higher it will go lower. Could there be a problem in the demods?

Well I have 3 5pf micas I could put in parallel to make 15pf to see if this corrects a possible coil problem. Have to take the coil out again to reach the cap.

the cap is very unlikely to be at fault, it could be that the core it's self may be slightly different in composition density, ( guess ) , you won't know for sure until you can see where it's oscillating at, at if it at the desired freq.

I have seen micas go bad and drift up so if this coil is that critical then the mica has to be right and it is in an oscillating circuit which bangs around capacitors and there is the 220pf as well. I don’t know how far a mica can drift befor if just won’t work in this coil. I found nothing else in and around v21 that is bad.and these rainbows is a direct cause of the oscillator being out of frequency there is nothing else that would hint to making rainbows and or not locking in.
