LG 32LH20 red led standby only
No power other than the led. Tried remote and nothing. Dismantled and found bulging 10v 3300uf with brown crust. Would this be the cause?

Great possibility. Worth a try

Unless the PSU have a extra issue with overvoltage/unregulation (is rather rare)

That's a CCFL set. See if you have voltages on the inverter board.

If it worked before, it can work again. An old CE once told me that and I never forgot it.
