there are two test to be done

value and leakage.

the value generally uses an AC signal, 55vac on mine IIRC

you select a range and then null an eye tube (largest opening in the display)

the leakage test is done by selecting a voltage and turning a knob to test.
in my case the eye tube should open fully, if it does not then there is leakage.
on larger value caps it close momentary while the cap charges then opens, small values its so quick not really noticeable.

Electros have there own setting and have a power factor test as well.
