By comparing the sams, its usually the way the secondary windings are set up for things like centering controls, focus control style, boost etc. It could be something as simple as the 38 went to a solid state focus rectifier and didnt need the filament turn.
You know I have successfully put Packard Bell flys in RCAs etc. Good chance they are interchangeable with a little work, its just about sitting down with the sams for both sets and figuring it out.
