I decided to throw caution to the wind and try a power up with a Sencore PR57 set to 117 VAC.
Tubes lit up right away.  After a short while, I heard the speaker crackle and a raster appeared. The vertical slowly grew a bit. I suspect B+ is low due to leaky power supply caps. Rotating the tuner would cause some video and audio noise, but couldn't tune anything in Once I get a couple projects cleared off the bench, I'll start with replace the power supply components and try another power up.
