Could be a shorted SS rectifier or bad cap. It's worth unhooking the B+ winding and powering to verify.
Do you have a metered variac or dim bulb tester to allow you to limit current to better diagnose this?
Another thing to watch for is most European imports and some Japanese imports have a voltage selector switch and if it's set wrong it could be contributing to the issue.
