HV anode question

I'm in the process of reassembling my 1964 Admiral roundie after taking it apart for repairs a long while back. I got it back together but the HV anode is not firmly attaching to the CRT (21FJP). The little metal prongs are clipped in but not tightly. I can see the rubber cap is ~ 1/8 of an inch from the CRT bell, definitely not sitting flush and the whole thing can be wiggled. Is this how it should be on a 60s set? It's been so long since I disassembled it I don't remember how it was, but on my more modern stuff it's definitely a tighter fit.
